Jeff Baines joined Fisher Tousey in 2025 as a Shareholder in its Corporate department. Jeff has an extensive legal and business background, having served in executive and in-house counsel roles in financial technology and banking services companies, as well as the federal government.
Jeff joined Fisher Tousey from DailyPay, a New York-based late-stage fintech startup company and leading provider of earned wage access services, where he served as their Deputy General Counsel and Chief Compliance Officer. Prior to DailyPay, he served as Associate General Counsel for TSYS, a Columbus, Georgia-based fintech company. Prior to TSYS, Jeff worked for U.S. Bank in Jacksonville for five years, starting as Associate General Counsel for FSV Payment Systems, a U.S. Bank subsidiary, later rising to Senior Vice President and Head of Corporate Client Relationship Management for U.S. Bank Prepaid.
Jeff served as Counsel in the Federal Deposit Insurance Corporation’s Division of Resolutions & Receiverships during the 2007-2009 financial crisis, resolving failed banks throughout the southeastern United States.
He began his career working for global law firms in New York and London, specializing in securitization, venture capital, antitrust, and mergers and acquisitions.
He serves on the Board of Directors for the First Tee of North Florida and is a former board chair of the William & Mary Alumni Association of North Florida.
Jeff is an avid golfer and resides in Ponte Vedra Beach with his wife and daughter.
